The USAID “Transformation Communications Activity” Program (TCA)

The USAID “Transformation Communications Activity” Program (TCA) cooperates with the Government of Ukraine, the private sector, and civil society to strengthen the resilience of Ukraine’s democracy and engage citizens in discussions about the country’s democratic transition and European integration through innovative communications campaigns.

On December 02, 2024, the Protocol of Intentions was signed between the High Qualification Commission of Judges of Ukraine and representatives of the USAID “Transformation Communications Activity” Program.

International technical assistance will be directly received under the “Communications and anti-crisis communication support of judicial reform in Ukraine” Project, which is combined with other projects in the Program to achieve a common goal.

The Project implementation period: November, 07 2023 – March 30, 2026.

The Program’s implementation period: July 01, 2020 – June 30, 2026.

The Project aim: bolster transparency and communication within implementing Ukraine’s judicial reform, actively cultivate confidence in Ukraine’s reforms, foster unity among its citizens.

The Program aim: to partner with the Government of Ukraine, private sector, and civil society to increase the resilience of Ukraine’s democracy through innovative communications initiatives that engage Ukrainians in a conversation about the country’s democratic transformation and European Integration.

The Project objectives: support in the development and implementation of strategic communication campaigns and strategies on key issues of the HQCJU activities.

The Program objectives:

  • to equip USAID and its partners to conduct data-driven communications;
  • increase the quality and quantity of strategic communications on reform dividends;
  • broaden the use of social impact content by Ukraine’s civic leaders and creative sector.

Communication support is expected to increase audience’s trust in judicial reform, and potential candidates possessing legal education and experience will be able to get better and more open access to information about the judge recruitment process and the selection criteria.
