Commission Members Participate in International Conference in Luxembourg

On July 2, 2025, an international conference entitled “Judicial Governance in Ukraine and Europe: Current Challenges and Prospects for Reform” was held in Luxembourg City (Grand Duchy of Luxembourg) with the participation of Commission members Liudmila Volkova and Vitalii Gatseliuk.

The event was organised by the Luxembourg Centre for European Law (LCEL) at the University of Luxembourg.

This conference brought together prominent legal practitioners, academics, politicians, and representatives of the judiciary from Ukraine and other countries to discuss important topics of judicial governance and the impact of globalisation.

The event covered topics such as judicial accountability, the fight against corruption, the role of military courts, and the harmonization of national judicial systems with European Union standards.

Liudmyla Volkova and Gitalii Gatseliuk presented to their foreign colleagues the specifics of the formation of the judiciary in Ukraine and the activities of the High Qualification Commission of Judges. In particular, they provided information on the organisation and status of the current competitive procedures overseen by the Commission, the principles and methodology of qualification assessment, and the measures taken by the Commission to ensure a fair balance between the need to form an honest judiciary and the respect for the private lives of candidates.

In addition, the Commission Members were invited to visit several European judicial bodies. They made introductory visits to the Court of Justice of the European Union and the Superior Court of Justice of Luxembourg, during which a presentation on the judicial systems of the EU and the Grand Duchy was given, after which the Ukrainian delegation had the opportunity to exchange views with Luxembourg judges during interactive sessions.
