
On June 05, 2025, Andrii Pasichnyk, the Chairman of the High Qualification Commission of Judges of Ukraine, took part in the XIII International Judicial and Legal Forum, an annual professional event that traditionally brings together leading experts in the field of law, representatives of state authorities, the judiciary, and the legal community.
The Chairman of the HQCJU spoke during the second session of the Forum, which was devoted to the topic of “Staffing and Selection Procedures”. Participants in the discussion focused on approaches to the selection of judges in the context of transformational processes, as well as mechanisms for ensuring quality, integrity, and professionalism in the justice system.
In his speech on the main challenges on the way to overcoming the staffing crisis in the justice system, Andrii Pasichnyk emphasized the capacity of the HQCJU as an institution, in particular with regard to competitive procedures. For two years of operation in its new composition, the Commission has been able to create a regulatory framework, develop test and practical assignments with the help of the National School of Judges of Ukraine and international partners, and is now able to conduct qualification exams on its own.
An important challenge for the Commission is trust in the procedures carried out by the institution. Therefore, as Andrii Pasichnyk noted, that Commission is constantly analyzing its own practices, drawing conclusions, and working to improve competitive procedures. With each subsequent competition, the procedures become more effective, predictable, and transparent. In particular, he called on lawyers to participate in the competitions held by the Commission.

This year the Forum is dedicated to the current challenges and prospects for the development of the judiciary in Ukraine, particularly in the context of judicial reform, ensuring the Rule of Law, and increasing public trust in the justice system.
