Twelve members of the Commission participated in the plenary session of the High Qualification Commission of Judges of Ukraine: Pasichnyk A.V., Bohonis M.B., Volkova L.M., Dukh Y.M., Kydysiuk R.A., Koliush O.L., Luhanskyi V.I., Melnyk R.I., Omelian O.S.,Sabodash R.B., Chumak S.Y., Shevchuk H.M.

  1. The High Qualification Commission of Judges of Ukraine included in the agenda the consideration of the application of Commission member Sabodash R.B. for recusal.

Following consideration of this issue, the High Qualification Commission of Judges of Ukraine decided to grant the application for recusal of Commission member Sabodash R.B.from consideration by the plenary session of the Commission of issues regarding confirmation of the ability of candidates for the positions of judges to administer justice in the appellate commercial court within the competition announced by the decision of the Commission dated September 14, 2023 No. 94/zp-23 (as amended) (Commission member R.B. Sabodash did not participate in the vote on this issue).

  1. The High Qualification Commission of Judges of Ukraine decided to reject the application of Volodymyr Petrovets for review of the decision of the High Qualification Commission of Judges of Ukraine dated May 09, 2025, No. 549/ds-25 on refusal to admit him to participate in the selection for the position of a local court judge, announced by the Commission’s decision No. 366/zp-24 of December 11, 2024.    
  2. The High Qualification Commission of Judges of Ukraine decided to deny request of Oleksii Bochkov to review the decision of the High Qualification Commission of Judges of Ukraine dated May 09, 2025, No. 590/ds-25, refusing to admit him to participate in the selection for the position of local court judge, announced by the Commission’s decision No. 366/zp-24 of
    December 11, 2024 (Commission member Shevchuk H.M. did not participate in the consideration of this issue).
  3. The High Qualification Commission of Judges of Ukraine decided to deny request of Inna Yakymchuk to review the decision of the High Qualification Commission of Judges of Ukraine dated May 09, 2025, No. 547/ds-25, on refusal to admit her to participate in the selection for the position of local court judge, announced by the Commission’s decision No. 366/zp-24 of December 11, 2024 (Commission member Shevchuk H.M. did not participate in the consideration of this issue).
  4. The High Qualification Commission of Judges of Ukraine decided to deny request of Anatolii Baziuchenko for review of the decision of the High Qualification Commission of Judges of Ukraine dated May 09, 2025, No. 564/ds-25, on the refusal to admit Anatolii Baziuchenko to participate in the selection for the position of local court judge announced by the Commission’s decision No. 366/zp-24 of December 11, 2024 (Commission member Shevchuk H.M. did not participate in the consideration of this issue).
  5. The High Qualification Commission of Judges of Ukraine decided to deny request of Viktoriia Didkivska for review of the decision of the High Qualification Commission of Judges of Ukraine dated May 06, 2025, No. 33/ds-25, on refusal to admit her to participate in the selection for the position of local court judge, announced by the Commission’s decision dated December 11, 2024, No. 366/zp-24 (Commission member Shevchuk H.M. did not participate in the consideration of this issue).
  6. The High Qualification Commission of Judges of Ukraine decided to deny request of Yana Linetska for review of the decision of the High Qualification Commission of Judges of Ukraine dated May 06, 2025, No. 53/ds-25 on refusal to admit her to participate in the selection for the position of local court judge, announced by the Commission’s decision No. 366/zp-24 dated December 11, 2024 (Commission member Shevchuk H.M. did not participate in the consideration of this issue).
  7. The High Qualification Commission of Judges of Ukraine decided to deny request of Olha Yaroshenko for review of the decision of the High Qualification Commission of Judges of Ukraine dated May 08, 2025, No. 319/ds-25, on refusal to admit her to participate in the selection for the position of local court judge, announced by the Commission’s decision No. 366/zp-24 of December 11, 2024 (Commission member Shevchuk H.M. did not participate in the consideration of this issue).
  8. The High Qualification Commission of Judges of Ukraine decided to deny request of Vitalii Zinchenko to review the decision of the High Qualification Commission of Judges of Ukraine dated May 26, 2025, No. 645/ds-25, on refusal to admit him to participate in the selection for the position of local court judge, announced by the Commission’s decision dated December 11, 2024, No. 366/zp-24 (Commission member Shevchuk H.M. did not participate in the consideration of this issue).
  9. The High Qualification Commission of Judges of Ukraine decided to deny request of Olena Tkachenko for review of the decision of the High Qualification Commission of Judges of Ukraine dated May 26, 2025, No. 718/ds-25, on the refusal to admit Tkachenko Olena Oleksandrivna to participate in the selection for the position of local court judge, announced by the Commission’s decision No. 366/zp-24 of December 11, 2024 (Commission member Shevchuk H.M. did not participate in the consideration of this issue).
  10. The High Qualification Commission of Judges of Ukraine decided to deny request of Nadiia Demianiuk-Kovalenko for review of the decision of the High Qualification Commission of Judges of Ukraine dated May 26, 2025, No. 674/ds-25 on refusal to admit her to participate in the competition for the position of local court judge announced by the Commission’s decision
    No. 366/zp-24 of December 11, 2024 (Commission member Shevchuk H.M. did not participate in the consideration of this issue).
  11. The High Qualification Commission of Judges of Ukraine decided to deny request of Oksana Yevlakh to review the decision of the High Qualification Commission of Judges of Ukraine dated May 26, 2025, No. 656/ds-25, on refusal to admit a judge of the Romny City Raion Court of Sumy Oblast, Oksana Yevlakh, who intends to be transferred to another local court, to the qualification exam at the same time as candidates for the positions of judges participating in the selection for the position of local court judge announced by the Commission’s decision of December 11, 2024 No. 366/zp-24 (Commission member Shevchuk H.M. did not participate in the consideration of this issue).
  12. The High Qualification Commission of Judges of Ukraine decided to deny request of Oleksandr Ponomarenko to review the decision of the High Qualification Commission of Judges of Ukraine dated May 26, 2025, No. 926/ds-25, on refusal to admit Oleksandr Ponomarenko to participate in the selection for the position of judge of the local court, announced by the Commission’s decision No. 366/zp-24 of December 11, 2024 (Commission members Volkova L.M., Koliush O.L., and Shevchuk H.M. did not participate in the consideration of this issue).
  13. The High Qualification Commission of Judges of Ukraine decided to deny request of Mykhailo Pantio for review of the decision of the High Qualification Commission of Judges of Ukraine dated May 26, 2025, No. 922/ds-25, on refusal to admit him to participate in the selection for the position of local court judge, announced by the Commission’s decision No. 366/zp-24 of December 11, 2024 (Commission member Shevchuk H.M. did not participate in the consideration of this issue).
  14. The High Qualification Commission of Judges of Ukraine decided to deny request of Vitalii Humeniuk to review the decision of the High Qualification Commission of Judges of Ukraine dated May 26, 2025, No. 892/ds-25, on refusal to admit him to participate in the selection for the position of local court judge, announced by the Commission’s decision No. 366/zp-24 of December 11, 2024 (Commission member Shevchuk H.M. did not participate in the consideration of this issue).
  15. The High Qualification Commission of Judges of Ukraine decided to deny request of Yana Hryshaieva for review of the decision of the High Qualification Commission of Judges of Ukraine dated May 26, 2025, No. 891/ds-25, on refusal to admit her to participate in the selection for the position of local court judge, announced by the Commission’s decision No. 366/zp-24 of December 11, 2024 (Commission member Shevchuk H.M. did not participate in the consideration of this issue).
  16. The High Qualification Commission of Judges of Ukraine has decided:
  • To admit Sviatoslav Starodub to participate in the selection for the position of local court judge, announced by the Commission’s decision No. 366/zp-24 of December 11, 2024.
  • To admit Sviatoslav Starodub to take the qualification exam in general and administrative court specialization as part of the selection process for the position of local court judge announced by the Commission’s decision No. 366/zp-24 dated December 11, 2024.

The High Qualification Commission of Judges of Ukraine decided to deny request of Nataliia Hvyshchuk for review of the decision of the High Qualification Commission of Judges of Ukraine dated May 07, 2025, No. 175/ds-25, on refusal to admit her to participate in the selection for the position of local court judge, announced by the Commission’s decision dated December 11, 2024, No. 366/zp-24 (Commission member Shevchuk H.M. did not participate in the consideration of this issue).

The High Qualification Commission of Judges of Ukraine decided to deny request of Anton Bilous for review of the decision of the High Qualification Commission of Judges of Ukraine dated May 07, 2025, No. 208/ds-25, on refusal to admit him to participate in the selection for the position of local court judge, announced by the Commission’s decision No. 366/zp-24 of

The High Qualification Commission of Judges of Ukraine decided to deny request of Oleksandr Shkurenko to review the decision of the High Qualification Commission of Judges of Ukraine dated May 07, 2025, No. 172/ds-25 on refusal to admit him to participate in the selection for the position of local court judge, announced by the Commission’s decision No. 366/zp-24 of December 11, 2024 (Commission member Shevchuk H.M. did not participate in the consideration of this issue).
  6. The High Qualification Commission of Judges of Ukraine decided to deny request of Vitalii Havrylov to review the decision of the High Qualification Commission of Judges of Ukraine dated May 06, 2025, No. 91/ds-25, on refusal to admit Vitalii Havrylov to participate in the selection for the position of local court judge announced by the Commission’s decision

The High Qualification Commission of Judges of Ukraine decided to deny request of Andrii Bernatskyi for review of the decision of the High Qualification Commission of Judges of Ukraine dated May 21, 2025, No. 627/ds-25, on refusal to admit Andrii Bernatskyi to participate in the selection for the position of judge of the local court, announced by the Commission’s decision No. 366/zp-24 of December 11, 2024 (Commission member Shevchuk H.M. did not participate in the consideration of this issue).

The High Qualification Commission of Judges of Ukraine decided to deny request of Tetiana Kashuba to review the decision of the High Qualification Commission of Judges of Ukraine dated May 07, 2025, No. 181/ds-25, on refusal to admit Tetiana Kashuba to participate in the selection for the position of judge of a local court, announced by the Commission’s decision

The High Qualification Commission of Judges of Ukraine decided to deny request of Liudmyla Myhalchych for review of the decision of the High Qualification Commission of Judges of Ukraine dated May 7, 2025, No. 171/ds-25, on refusal to admit her to participate in the selection for the position of local court judge, announced by the Commission’s decision No. 366/zp-24 of December 11, 2024 (Commission member Shevchuk H.M. did not participate in the consideration of this issue).
  10. The High Qualification Commission of Judges of Ukraine decided to deny request of Artem Donets for review of the decision of the High Qualification Commission of Judges of Ukraine dated May 21, 2025, No. 608/ds-25, on refusal to admit him to participate in the selection for the position of local court judge, announced by the Commission’s decision dated
    December 11, 2024, No. 366/zp-24 (Commission member Shevchuk H.M. did not participate in the consideration of this issue).
  11. The High Qualification Commission of Judges of Ukraine decided to deny request of Oleh Turkov to review the decision of the High Qualification Commission of Judges of Ukraine dated May 26, 2025, No. 870/ds-25, on refusal to admit him to participate in the selection for the position of local court judge, announced by the Commission’s decision dated December 11, 2024, No. 366/zp-24 (Commission member Shevchuk H.M. did not participate in the consideration of this issue).
  12. The High Qualification Commission of Judges of Ukraine decided to deny request of Nataliia Slipenchuk for review of the decision of the High Qualification Commission of Judges of Ukraine dated May 09, 2025, No. 403/ds-25, on refusal to admit her to participate in the selection for the position of local court judge, announced by the Commission’s decision dated December 11, 2024, No. 366/zp-24 (Commission members Omelian O.S. and Shevchuk H.M. did not participate in the consideration of this issue).
  13. The High Qualification Commission of Judges of Ukraine decided to terminate the participation of Shapovalova Iryna in the qualification exam together with the candidates for the positions of judges who are participating in the selection for the position of local court judge announced by the Commission’s decision No. 366/zp-24 dated December 11, 2024 (Commission members Omelian O.S. and Shevchuk H.M. did not participate in the consideration of this issue).
  14. The High Qualification Commission of Judges of Ukraine decided to approve the award of a bonus for actual time worked in June 2025 for:

- Taras Neshyk, Deputy Head of the Secretariat of the High Qualification Commission of Judges of Ukraine;

- Pavlo Kulyk, Deputy Head of the Secretariat for Digital Development, Digital Transformation, and Digitalization of the High Qualification Commission of Judges of Ukraine (Commission members Omelian O.S. and Shevchuk H.M. did not participate in the consideration of this issue).
