On June 03, 2025, a competition to fill vacant positions in the High Anti-Corruption Court was announced

By decision of the High Qualification Commission of Judges of Ukraine dated June 03, 2025, a competition was announced to fill vacant judicial positions in the High Anti-Corruption Court and the terms for its conduct were approved. According to these terms:

  1. The competition to fill vacant judicial positions in the High Anti-Corruption Court (hereinafter referred to as the “Competition”) is conducted by the High Qualification Commission of Judges of Ukraine in accordance with the Law of Ukraine “On the Judiciary and the Status of Judges”, the Law of Ukraine “On the High Anti-Corruption Court”, the Regulation on the Procedure for Holding a Competition for Filling a Judicial Vacancy, and the decisions of the Commission.
  2. The number of vacancies announced for the Competition is 23:
  • 10 vacant judicial positions in the Appeals Chamber of the High Anti-Corruption Court;
  • 13 vacant judicial positions in the High Anti-Corruption Court.

The number of vacant judicial positions in the High Anti-Corruption Court, including its Appeals Chamber, for which the competition is held, may be increased by the Commission’s decision in case of new vacancies before the competition is completed.

  1. The deadline for submission of documents and applications for participation in the Competition and for qualification evaluation is from 07 July to 06 August 2025 (inclusive).
  2. Application and documents for participation in the Competition are submitted electronically through the Commission’s official website (ksk.vkksu.gov.ua).

4.1. During the period set by the Commission, a candidate may submit only one application. Resubmission is not allowed.

4.2. The documents submitted for participation in the Competition must comply with the requirements of the Regulation on Holding a Competition for a Vacant Judicial Position, approved by the Commission’s decision of November 02, 2016 No. 141/zp-16 (as amended by the Commission’s decision of February 29, 2024 No. 72/zp-24).

5. The application and documents for participation in the Competition include:

 5.1. Application for participation in the Competition and qualification evaluation (the form and content provided in Annex 1).

It shall be submitted electronically by filling in the appropriate template.

5.2. A copy of the identity document confirming the citizenship of Ukraine.

It shall be submitted by uploading a scanned copy of the passport of a citizen of Ukraine in the form of a booklet, which must contain copies of all its filled pages. A copy of the passport of a citizen of Ukraine in the form of a card must contain the front and back sides of the passport and be made on one sheet, with a copy of the front side in the upper part and the back side in the lower part. Together with a copy of the passport of a citizen of Ukraine in the form of a card, a copy of the extract from the register of the territorial community is submitted to confirm the information on the place of residence (stay).

 

5.3. Questionnaire of the candidate for the position of a judge.

It shall be submitted electronically by filling in the appropriate template.

5.4. Motivational letter of the candidate for the position of a judge.

It shall be submitted electronically by filling in the appropriate template.

5.5. Declaration of family ties.

It is submitted by downloading the relevant electronic form filled in on the official website of the Commission (cab.vkksu.gov.ua) in accordance with the rules for filling in and submitting such a declaration.

5.6. Declaration of integrity.

It is submitted by downloading the relevant electronic form filled in on the official website of the Commission (cab.vkksu.gov.ua) in accordance with the rules for filling in and submitting such a declaration.

5.7. Copy of higher legal education diploma (with supplements), obtained in Ukraine or copy of a document on higher legal education obtained abroad, together with a copy of a document confirming its recognition in Ukraine.

They shall be submitted by uploading a scanned copy of the original document.

5.8. A copy of the document on academic degree, academic title, postgraduate or doctoral studies on a full-time basis (if available).

They shall be submitted by uploading a scanned copy of the original document.

5.9. Copies of documents confirming professional legal experience.

They are submitted by uploading scanned copies of original documents or copies of documents.

5.10. Documents in the prescribed form from medical institutions on psychiatric and narcological examinations.

They are submitted by uploading a scanned copy of the original certificate of preliminary, periodic and extraordinary psychiatric examination in the form of primary accounting documentation No. 100-2/о (unless another document is established by the central executive body responsible for the formation of state policy in the field of healthcare).

Such a document must be received after January 23, 2025.

5.11. Written consent to the collection, storage, processing and use of information about a judicial candidate for the purpose of assessing his or her readiness to work as a judge.

It shall be submitted electronically by filling in the appropriate template.

5.12. Consent to conduct a special inspection in accordance with the Law of Ukraine “On the Judiciary and the Status of Judges” and documents required for conducting a special inspection in accordance with the Law of Ukraine “On Prevention of Corruption”.

 

They shall be submitted by uploading scanned copies of the original and copies of the documents.

5.12.1. Consent to a special inspection in accordance with the Law of Ukraine “On the Judiciary and the Status of Judges”.

It is submitted by uploading a scanned written consent, the form of which is set out in Annex 1 to the Procedure for Conducting a Special Check of Persons Applying for Positions Involving Responsible or Particularly Responsible Positions and Positions with High Corruption Risk, approved by Resolution of the Cabinet of Ministers of Ukraine No. 171 dated March 25, 2015 (as amended by Resolution of the Cabinet of Ministers of Ukraine No. 959 dated August 27, 2022).

5.12.2. Autobiography.

The application is submitted by uploading a scanned curriculum vitae drawn up as of the date of consent to a special inspection in accordance with the requirements of the Procedure for Conducting Special Inspections of Persons Applying for Positions Involving Responsible or Particularly Responsible Positions and Positions with High Corruption Risk, approved by Resolution of the Cabinet of Ministers of Ukraine No. 171 dated  March 25, 2015 (as amended by Resolution of the Cabinet of Ministers of Ukraine No. 959 dated August 27, 2022).

5.12.3. Copy of military registration document (if available).

It shall be submitted by uploading a scanned copy of the original of all completed pages of the document.

5.12.4. Certificate of access to state secrets (if available).

It shall be submitted by uploading a scanned copy of the document.

5.12.5. The statement provided for in part one of Article 6 of the Law of Ukraine “On Purification of Power”.

5.13. A copy of the declaration of the person authorized to perform the functions of the state or local self-government, covering the period of the year preceding the year of submission of documents, and a link to the relevant page of the Unified State Register of Declarations of Persons Authorized to Perform the Functions of the State or Local Self-Government.

It is submitted by uploading a saved or printed and scanned copy of the submitted declaration, which contains information with restricted access (not publicly available).

To submit a link to the relevant page of the Unified State Register of Declarations of Persons Authorized to Perform State or Local Government Functions, the appropriate form shall be filled in.

5.14. A copy of a document confirming proficiency in the state language in accordance with the level determined by the National Commission for State Language Standards.

It shall be submitted by uploading a scanned extract from the Register of State Certificates of Proficiency in the State Language or the State Certificate of Proficiency in the State Language.

To submit a link to the page of the Register of State Certificates of Proficiency in the State Language, the appropriate form is filled in.

5.15. Documents confirming the person’s compliance with the requirements stipulated in Article 69 of the Law of Ukraine “On the Judiciary and the Status of Judges”.

They shall be submitted by uploading scanned copies of originals or copies of documents.

5.15.1. Extract from the information-analytical system “Accounting of information on bringing a person to criminal liability and the presence of a criminal record”.

It shall be submitted by uploading a scanned copy of the original document.

Such a document must be received after January 23, 2025.

5.15.2. Recommendations describing the candidate for the position of a judge and testifying to his/her compliance with the requirements of Article 69 of the Law of Ukraine “On the Judiciary and the Status of Judges” (if any).

They shall be submitted by uploading scanned references received after the Commission has made a decision to announce the Competition.

5.15.3. Certificate on the results of the vetting process as defined by the Law of Ukraine “On Purification of Power” issued by the body that conducted such vetting (if any).

It shall be submitted by uploading a scanned copy of the certificate.

5.16. Documents confirming compliance with one of the requirements stipulated by part two of Article 7 of the Law of Ukraine “On the High Anti-Corruption Court”.

They shall be submitted by uploading scanned copies of originals or copies of documents.

5.17. A statement on the absence of circumstances specified in part four of Article 7 of the Law of Ukraine “On the High Anti-Corruption Court” (Annex 2 to these terms and conditions).

The application shall be submitted by uploading a scanned written statement.

6. If the submission of the same document is provided for by different clauses of these terms and conditions, the document shall be submitted in one copy.

7.  The following persons are allowed to participate in the Competition:

7.1. Have submitted all the necessary documents in the manner and within the time limits determined by the Commission.

7.2. As of the date of submission of documents, meet the requirements for a candidate for the position of a judge of the High Anti-Corruption Court established by Articles 33, 69 and 793 of the Law of Ukraine “On the Judiciary and the Status of Judges”, as well as Article 7 of the Law of Ukraine “On the High Anti-Corruption Court”.

8. Compliance of a person with the criteria of competence, integrity and professional ethics shall be established by the Commission during the qualification evaluation of a candidate for the position of a judge.

9. During the Competition, the Commission shall conduct a qualification evaluation of the candidates for the position of a judge in order to determine their ability to administer justice in the High Anti-Corruption Court, in particular its Appeals Chamber. The qualification evaluation of a candidate for the position of a judge who is a judge of the High Anti-Corruption Court is conducted to determine his/her ability to administer justice in the Appeals Chamber of the High Anti-Corruption Court.

10. The qualification exam within the framework of the qualification evaluation shall be conducted in the field of specialization and taking into account the instance of the High Anti-Corruption Court.

11. Testing of general knowledge in the field of law and testing of knowledge in the specialization of the High Anti-Corruption Court, in particular its Appeals Chamber, shall be conducted within the framework of a single test.

The practical assignment is carried out in relation to the specialization and taking into account the jurisdiction of the High Anti-Corruption Court and its Appeals Chamber.

13. Stages of determining the winners of the Competition:

13.1. The first stage is the formation of the rating of the participants of the competition for vacant positions of judges in the Appeals Chamber of the High Anti-Corruption Court.

Candidates for the position of a judge who have confirmed their ability to administer justice in the High Anti-Corruption Court shall submit an application for inclusion in the ranking of participants in the competition for vacant positions of judges in the Appeals Chamber of the High Anti-Corruption Court. The deadline for submission of the application shall be established by the Commission.

13.2. The second stage is the formation of the rating of participants in the competition for vacant positions of other judges of the High Anti-Corruption Court.

The second stage of the Competition is open to judicial candidates who have confirmed their ability to administer justice in the High Anti-Corruption Court and are not recommended for appointment as judges of the Appeals Chamber of the High Anti-Corruption Court within the framework of this Competition.

13.3 The third stage is the formation of a rating of the participants of the competition for vacant positions of judges of the High Anti-Corruption Court, including its Appeals Chamber, if the competition results do not fill these positions or create new ones before its completion.

14. The Competition is aimed at determining the winner – the Competition participant with the highest ranking.

15. A person who participates in the Competition and is not obliged to annually submit a declaration of a person authorised to perform the functions of the state or local self-government shall submit such a declaration as a candidate for the position of a judge annually by April 01.

16. A person who participates in the Competition and is not a judge shall submit declarations of family ties and integrity as a candidate for a judicial position annually by May 01.
